Das Vorsorgeprinzip als Grundprinzip des Umweltschutzes zum Schutz insbesondere von Menschen ist festgelegt im EU-Vertrag Artikel 191, Absatz 2.
Definition des Umweltbundesamtes:
Vorsorge soll verhindern, dass Gefahren überhaupt erst entstehen. Das Vorsorgeprinzip leitet uns also dazu an, frühzeitig und vorausschauend zu handeln, um Belastungen zu vermeiden. Risikovorsorge bedeutet, selbst bei unvollständigem oder unsicherem Wissen über Art, Ausmaß, Wahrscheinlichkeit sowie Kausalität von Schäden und Gefahren vorbeugend zu handeln, um diese von vornherein zu vermeiden.
Die EEA (European Environment Agency - www.eea.europa.eu - Europäische Umweltagentur) definiert das Vorsorgeprinzip (precautionary principle) folgendermaßen:
The precautionary principle provides justification for public policy actions in situations of scientific complexity, uncertainty and ignorance, where there may be a need to avoid, or reduce, potentially serious or irreversible threats to health and the environment, using an appropriate strength of scientific evidence, and taking into account the pros and cons of action and inaction.
